Sunday, October 29, 2006 - The ticking of the clock became the underlying soundtrack today as the PlaceMakers design team worked throughout the day to complete their drawings and recommendations in time for Monday's 5-7pm presentation at the Red Lion Templin's Hotel.
"This ties everything up," offered PlaceMaker Susan Henderson. "Post Falls' years of work, all the citizen input we've received, the visual preference survey results. This is where it all comes together."
The presentation will mark the end of the 7-day charrette process, which began last Tuesday. Over the course of it, the PlaceMakers team, under the supervision of the city, has met with citizens and stakeholders of all stripes, cataloged examples of the best development practices from Post Falls and elsewhere, reviewed the city's existing long-term plans, and begun combining everything in the form of a new regulating ordinance - known as the SmartCode - for consideration.
The SmartCode is a form-based code, which means appearance and character are components in growth decisions. That's why the charrette's Visual Preference Survey has been such a crucial tool, as it serves to quantify what residents instinctively do and do not like. Those preferences then become codified in the form of the regulations.
After the final presentation, the PlaceMakers team will deliver their final report and recommendations within 8 weeks and the new ordinance will become subject to Post Falls' existing public process, including public hearings and a vote before the city council.
"Nothing is set in stone," assured senior Post Falls planner Collin Coles. "The charrette process generates a lot of ideas and recommendations in a short period of time, but it doesn't by-pass our usual process. Our citizens remain in charge."
If the level of participation this week is any indicator, expect standing room only for the presentation. That's the type of local commitment this planning team has come to expect.
